Preparation of State Action Plan on

Climate Change (SAPCC) for Tamil Nadu

 

Review Meeting for the Preparation of State Action Plan on Climate Change (SAPCC) for Tamil Nadu      

The Review Meeting for the Preparation of State Action Plan on Climate Change (SAPCC) for Tamil Nadu was held on 12th July 2012 in the GRT Grand Hotel, Chennai. The meeting was conducted in collaboration with the GIZ (German International Cooperation) and the Inter cooperation Team from New Delhi. Dr. H. Malleshappa, I.F.S., Director of Environment gave the welcome address. Thiru C.V. Sankar, I.A.S., Principal Secretary to Government, Environment and Forests delivered the introductory speech. Dr. Indrani Phukan, and Dr. Anuj Bhatia of the GIZ Team made a presentation on their role in the preparation of the SAPCC. Various experts from the Government Department and Research Institutions participated in this review meeting and the frame work of the Action plan was formulated. The experts were designated to the various sectors namely Water Resources, Coastal Area Management, Sustainable Agriculture, Forest & Bio-Diversity, Energy Efficiency and Renewable Energy, Solar Mission, Sustainable Habitat and Knowledge Management according to their field of expertise. Nodal Officers were nominated for each sector and they agreed to compile the inputs of the group members and make the first draft available as per the schedule given below. This draft report will in-turn be communicated to the GIZ team through the Department of Environment.

       The Director of Environment summarized the proceedings of the meeting and thanked the working groups for their efforts during the workshop. For addressing the requests of certain Working Groups for inclusion of additional members for contributing to the sector papers, it was suggested that the Working Group in need of data/information from other Departments may inform the DOE and meeting will then be arranged with the concerned Departments for discussions as well as obtaining the required data. 

            The Principal Secretary to Government of Tamil Nadu thanked the GIZ and ICSD team and all the members for their full involvement throughout the day in finalizing the frame work on the preparation of SAPCC. He informed the group that the outcome of this exercise was imperative for deciding a time line on the subject and was very important for the meeting convened by the Chief Secretary to Government on the above subject on 16th July 2012. It was also suggested to form an e-mail group including Principal Secretary for effective communication and sharing of information between the different sectoral working groups. He reiterated that for understanding the overall framework, the Working Groups can look into the SAPCC of West Bengal which is available in the website of the Ministry of Environment and Forests (http://moef.nic.in/) and to prepare a very good document for Tamil Nadu.
